The EU Council’s negotiating mandate, endorsed by member state representatives, sets the stage for creating a voluntary framework where individuals can submit their travel information digitally before arrival at external borders.
How the digital system will function
The proposed regulation would enable both EU citizens and third-country nationals to use a mobile application to create a digital copy of their passport or identity card data. This information would be verified through a backend system that checks the authenticity of the travel document’s chip. A secure “traveler router” would then allow users to share their digital credentials with border authorities in advance of their journey.
Expected benefits and integration
EU officials anticipate the digital travel application will significantly shorten waiting times at border crossings by allowing pre-verification of documents and automated checks against security databases. The system is designed to complement existing EU border management infrastructure, including the Entry/Exit System that became operational in October 2025 and the forthcoming ETIAS authorization system scheduled for launch in 2026.

With the council’s position now formalized, negotiations with the European Parliament can commence once lawmakers establish their own negotiating stance.
